1. INTRODUCTION Information Communication Technologies (ICTs) have transformed Library and Information services globally. The development of the World Wide Web (WWW) and instant accessibility of information through the Internet have set the process of digitization work in libraries and information centres. These also facilitated increasing and rapid production of electronic documents by publishing houses and by numerous other organizations associated with collection, storage and communication of information. Technological innovation has dramatically increased the rate of conversion of knowledge, information and data into electronic format. Developments in the software arena have generated powerful knowledge management software which has transformed the way knowledge is organized, stored, accessed and retrieved (Tam and Robertson, 2002).
